Jardim do Torel: the viewpoint over Lisbon's rooftops above the Ascensor do Lavra
A terrace-garden atop one of Lisbon's hills, reachable by the city's oldest funicular. A view over the Baixa without the crush.
In Lisbon the miradouros are almost always crowded: at São Pedro de Alcântara or Senhora do Monte you queue for a photo. The Jardim do Torel, a handful of streets further on, is another story. It sits on one of the city's seven hills, between the São José and Restauradores areas, and remains above all a neighbourhood garden: residents come here to read in the shade, the odd family with children, a few people who know what they're looking for.
The garden
The garden was created in 1928 and is laid out on two levels. At the top, near the main entrance on Rua Júlio de Andrade, is the shaded part with the best view: from here the eye drops onto the Avenida da Liberdade, the São Roque hill and the rooftops of the Baixa, the low, geometric downtown rebuilt after the 1755 earthquake. Lower down opens a terrace with a café, a few basins and a large fountain that in summer is turned into a public pool. There's also a small mermaid statue linked to the composer José Vianna da Motta and a play area for children. It isn't a monumental viewpoint: it's a lived-in park, with real benches and a slow pace.
The Ascensor do Lavra
The interesting part is how you get there, at least in theory. The classic climb is the Ascensor do Lavra, Lisbon's oldest funicular: it was inaugurated on 19 April 1884. It was designed by the Portuguese engineer Raoul Mesnier du Ponsard, a pupil of Gustave Eiffel and also the creator of the Elevador de Santa Justa. At first it worked with a water counterweight, then switched to steam in 1886 and to electricity in 1915; the two yellow cars in use today date from the 1920s. With a 23% gradient it's the steepest of Lisbon's funiculars and also the one that carries the fewest passengers. It leaves from Largo da Anunciada, near the Avenida da Liberdade, and in about three minutes reaches Rua Câmara Pestana, from where the garden is a short walk along the Travessa do Torel.
A practical and current caveat, though: as of June 2026 the Ascensor do Lavra is not in service. After the serious accident on the Glória line in September 2025, the city suspended the historic funiculars pending safety checks, and no reopening date has yet been announced for the Lavra. It's worth checking the status before setting off. In the meantime, the Jardim do Torel can still be reached on foot: the climb from the Avenida da Liberdade is steep but short, or you can take the buses that run along the Avenida.
When to go
The garden is open every day, roughly from 6am to 8pm. The best time is late afternoon: the light cuts low across the rooftops and the café terrace becomes the right place to pause without rushing. It pairs well with a walk towards the Mouraria or the Avenida da Liberdade, and it's a stop that works precisely because it isn't designed for tourists. Those after Lisbon's postcard panorama will find it elsewhere; here you find something more ordinary and, for that very reason, more restful: a hill where the city can be viewed up close, sitting on a bench, coffee in hand.

Getting there
The garden sits on a hill above the Baixa, and the most atmospheric way up is the Ascensor do Lavra, the funicular that leaves near Praça dos Restauradores and the Avenida da Liberdade. The nearest metro stations are Restauradores and Avenida, both a few minutes' walk away, and the area is also served by several bus lines. Rossio station is close by for regional connections, while the reference airport is Lisbon Humberto Delgado, linked to the centre by metro.
